The complaint was made by lawyers Rizaye Okur Özkan and Şehriban Doğan on behalf of Eylül Öztürk Özkan and Barış Kenan Özkan. The subject of the complaint was the alleged violation of the Press Code of Ethics by journalist Bilal Özcan during the broadcast of "Söylemezsem Olmaz" on Beyaz TV. According to the complainant lawyers, some statements made by Bilal Özcan during the program were considered contrary to the Press Code of Ethics.

According to the complainants, Bilal Özcan's statements during the program included allegations that Eylül Öztürk and her spouse were involved in money laundering, illegal betting, and connections to banned substances. It was claimed that these statements were untrue and damaged the reputation of the complainants. The complaint was made on the grounds that Articles 4 and 9 of the Press Code of Ethics were violated.

In his defense, Bilal Özcan stated that there were MASAK investigations and reports submitted to the Public Prosecutor's Office regarding the complainants. He also criticized Eylül Öztürk for not coming to Turkey to testify and stated that he did not accept the allegations against him.

In the General Secretariat opinion, it was stated that Bilal Özcan's statements during the program violated Article 4 of the Press Code of Ethics. Therefore, it was recommended that a 'WARNING' be issued to Bilal Özcan.

In the evaluation of the High Council, although some members expressed the opinion that Bilal Özcan did not violate the Press Code of Ethics during the program, the majority decided that Bilal Özcan violated Article 4 of the Press Code of Ethics and issued a 'WARNING' to him.

Thus, a warning was issued to Bilal Özcan as a result of Eylül Öztürk's complaint.
